On Tuesday, during the Defence24 Days conference, the most important commanders of the Polish Army and the head of the National Security Bureau debated the necessary changes that the army must undergo in the coming years to best adapt to responding to threats.
Wśród najważniejszych priorytetów generałowie wskazywali zmianę systemu dowodzenia. Jak mówił gen. Kukuła, obecny system oparty jest o schemat tzw. “force providera” i “force usera” (ang. dostawcy siły i użytkownika siła), który został zaprojektowany z myślą o siłach zbrojnych, których głównym zadaniem jest np. udział w zagranicznych misjach walki z terroryzmem.
Taki system funkcjonuje w Wojsku Polskim od 2014 roku – funkcję “force providera” pełni w nim Dowództwo Generalne RSZ, odpowiedzialne za takie kwestie, jak wyposażenie czy szkolenie jednostek, a funkcję “force usera” pełni Dowództwo Operacyjne, odpowiedzialne za dowodzenie żołnierzami na misjach, patrolowanie polskiej przestrzeni powietrznej czy misje na Bałtyku.

Zgodził się z nim gen. Łukowski, który ocenił, że system się nie sprawdził – nie przez np. niekompetentnych dowódców, ale przez słabość struktury, często przytłoczonej ogromem zadań, a także np. generującej absurdalne sytuacje, w której Inspektor Marynarki Wojennej w Dowództwie Generalnym nie ma de facto nic wspólnego z realnym dowodzeniem Marynarką Wojenną. “Trzeba wrócić do starej zasady +szkolisz, dowodzisz, odpowiadasz+” – powiedział gen. Łukowski.
Szef Sztabu Generalnego zapewnił, że Sztab “jest w stanie przedstawić rekomendacje poziomowi politycznemu” w sprawie nowej struktury dowodzenia. Jak mówił, chodzi przede wszystkim o stworzenie Dowództwa Operacji Połączonych, które odpowiadałoby za utrzymywanie gotowości wszystkich rodzajów wojska i zgrywanie ich działań, aw sytuacji wojny – bieżące dowodzenie.
Drugim filarem nowego systemu dowodzenia ma być Dowództwo Transformacji, którego zadaniem np. będzie szkolenie poszczególnych żołnierzy, a także bieżące wdrażanie wszelkiego rodzaju innowacji w wojsku. W czasie wojny to dowództwo miałoby odpowiadać m.in. za szkolenie rezerwistów i uzupełnianie strat.
“To także system, który nie będzie wymagał transformacji między czasem pokoju a wojny. Nie będziemy musieli – tak jak to dzisiaj musielibyśmy robić – przekształcać naszych dowództw, co wymaga czasu i wiąże się z wieloma komplikacjami” – mówił. Zgodził się z nim gen. Łukowski, który podkreślił, że obowiązki i zadania oficerów w wojsku powinny być możliwie zbliżone w czasie pokoju i wojny.
“Będziemy rekomendować wdrożenie takich zmian, bo dzisiaj szykujemy się do wojny. (…) Musimy być gotowi – spoczywają na nas żołnierzach konstytucyjne obowiązki, i zrobimy wszystko, żeby się z nich wywiązać” – oświadczył szef Sztabu Generalnego.
Generał Łukowski przypomniał z kolei, że rozwiązania zmieniające strukturę dowodzenia i powołujące Dowództwo Operacji Połączonych – oparte na dzisiejszym Dowództwie Operacyjnym – znalazły się w przygotowanym przez administrację prezydenta Andrzeja Dudy projekcie ustawy, która obecnie znajduje się Sejmie. Szef BBN zapewnił też, że propozycje zawarte w projekcie zostały zaprojektowane przez ekspertów, a nie polityków.
